Blockade of Cuban Libraries

The UN General Assembly has voted for a 16th consecutive year to recommend that the US ends its trade embargo on Cuba, imposed more than four decades ago.

The resolution is non-binding and previous resolutions have had no effect on US policy.

The 192-member General Assembly passed the measure by 184 votes to four, with one abstention.

The vote comes shortly after US President George W Bush reaffirmed that the US embargo would remain in place.

The US, Israel, Palau, and the Marshall Islands voted against repealing the embargo, while Micronesia abstained.

Last year's resolution was passed by 183 votes to four, also with one abstention.

The resolution calls on the US to end its economic, commercial and financial embargo against Cuba "as soon as possible", in line with the UN charter and international law.

Cuba's foreign minister Felipe Perez Roque told the General Assembly ahead of the vote that the US blockade had been enforced more fiercely than ever over the last year.

But in a speech last week President Bush said the US would maintain its embargo as long as the government in Cuba keeps a "monopoly" on power.

The blockade has a negative impact on all aspects of life in Cuba, including libraries. There are acute shortages of all basic library materials, restrictions on book imports and local publishing, and limited access to the internet.

The blockade also restricts the freedom of Cuban librarians, authors, artists and intellectuals to attend professional events in other countries.

The Cuban Libraries Solidarity Group has called on CILIP and IFLA to oppose the blockade.

UK Government approves 14 firms to help the NHS

This week, the UK government approved the use of 14 private firms to work within the NHS, these include BUPA, AXA and other US health care companies (announced by the Labour health minister Ivan Lewis). Many commentators feel this represents a further step towards privatisation of the UK health services and transformation from a public service to a non-tax funded and profit-based system.

Information for Social Change Polices

Information for Social Change has undertaken a review of policies and procedures, a process which reflects the formalisation of ISC as a voluntary led, progressive and collective-based organisation. The new policies and procedures are intended to define the aims and objectives of ISC as an activist organisation and as a periodical, but also to outline the means through which ISC undertakes its stated aims to reflect and comment on the broad range of social, cultural and economic issues in the context of information, education and related spheres of activity. The policy document also defines the submission and publication process for contributions to the ISC journal and Web site, ensuring the mechanisms and procedures of ISC are transparent to ISC members, contributors and general users.
The policy document was researched and drafted by Paul Catherall and produced through agreement by the ISC collective, it is available at: Read More...

From Social Inclusion to Community Cohesion

John Pateman and John Vincent have written a chapter 'From Social Inclusion
to Community Cohesion' for British Librarianship and Information Work
2001-2005, edited by J.H.Bowman (Ashgate, ISBN 978 0 7546 4778 2).

There was more activity with regard to public libraries and social exclusion
between 2001-2005 than there had been over the preceding ten year period.
There were three main developments during 2001-2005: there were more efforts
to locate public libraries within the national policy context of social
inclusion and community cohesion; there was a vast amount of commentary on
and scrutiny of libraries, from both within and outside the sector; and the
previous emphasis on inputs and outputs was replaced by a greater focus on
impacts and outcomes.

Two Cheers for Inclusion

John Pateman's article 'Two Cheers for Inclusion' has been published in the 20th anniversary edition of the Public Library Journal (Vol. 21, No.4, 1986-2006). In this article John looks back at all the articles which he has written for PLJ over the past 20 years. Some common themes emerge - social class, internationalism and social exclusion. John concludes that, while there has been some progress with regard to public libraries tackling social exclusion, he can still only give them 'Two Cheers for Inclusion'.

From Equal Opportunities to Tackling Social Exclusion - Book chapter by John Vincent and John Pateman

John Vincent and John Pateman have written a chapter on 'From Equal
Opportunities to Tackling Social Exclusion' in British Librarianship and
Information Work 1991-2000
(edited by J. Bowman, Ashgate, 2006)
.

This chapter explores the shift from an emphasis on equal opportunities in
the 1990's, to the focus on social exclusion after New Labour came to power
in 1997.

The response to these national policy agendas is considered, given that the
role and potential of public libraries in tackling social exclusion was
identified at this time.

John Vincent and John Pateman were both part of the research team which
produced the seminal report Open to All? Public Libraries and Social
Exclusion? (2000)
.

Blackboard Sues Rival Provider of Course-Management Software, Alleging Patent Infringement

The e-learning scene is currently reeling from recent legal action taken by e-learning software company and market leader, Blackboard on its competitor, Desire2Learn. Blackboard has been awarded a patent on around 50 features of e-learning which are apparently unique to the Blakboard system, some commentators beleive this will undermine the development of new learning systems and threaten popular open source systems such as Moodle which offer an alternative to commercial systems such as Blackboard.
